Cassinetta Lugagnano of [Milan] is one of those little villages that seem to come out of a Po postcard: on the Naviglio Grande, surrounded by countryside, thanks to a development plan to "zero growth". A postcard is also due, however, the role of protection from large parks Lombard played so far. It is no coincidence that just by the mayor of this small town has been proposed that coordination of environmental and progressive forces against the junta found CL-League that has been raging on the valley: the abolition, in fact, as guarantor of the parks network environment [see Paper 41/2007].
And that is fine, a partecipatissima reaction of citizens, governments, associations, to stem the drift-suicide developmental hidden behind an amendment "technical" in planning law already retired last fall, thanks to the collection of a thousand signatures in a few days: a true record.
But it is a very strong interest for the 'development of territory, in what some have dubbed the easy come sociofagia Infinite City, evoking not so subtly endless frontier on which to advance the march of houses and warehouses. But hopefully, you always hope that the distance between the people of Lugagnano Cassinetta message: development, quality of life, are not synonymous with freeways, boxes of prestressed concrete, looming neon lights. There is also undertaking a transformation, like that of the master plan, centered on the protection of air resources, water, soil, quality of life quotidiana degli abitanti, e perché no anche dello sviluppo, pur nel quadro generale della sostenibilità.
Ma, viene da chiedersi: è davvero proponibile un modello di questo genere, fuori dal presepe vivente dei piccoli borghi dove si praticano piani «esemplari»? O, meglio, è davvero esportabile a scala socioeconomica e territoriale vasta, un’idea di vita almeno in parte alternativa a quella che ci propone sul vassoio la pubblicistica corrente attuale?
Verrebbe da rispondere: certo che si, attraverso appunto gli strumenti della pianificazione territoriale, che servono proprio a questo. Non a caso, il centrodestra da sempre cerca di sabotare dall’interno proprio queste conquiste del secolo scorso, dove anche oltre la mediazione e discrezionalità politica trovano una camera di compensazione varie esigenze, soggetti, culture e prospettive. Ma c’è un dubbio: la pianificazione del territorio è capace di parlare alla gente? Oppure, istituzionalizzata e nascosta dietro le pareti dei propri uffici, usa un linguaggio che suona astruso, iniziatico e tutto sommato estraneo, affidandosi poi in tutto e per tutto a slogan semplicistici e fuorvianti, dalle vaghe «misure d’uomo» alle più recenti e fantasiose declinazioni sul tema della «sostenibilità».
È così che strisciante avanza ridicola la marinettiana Città Infinita, da riempire di chiacchiere e autostrade, per then move from a convention center to another. Perhaps, from the small village of Cassinetta Lugagnano can also start a new communication strategy.
