the observatory was born on consumption The soil

A initiative INU (National Institute of Urban Planning) and Legambiente.

The Provinces of the 'Low' Lombard is the new land of conquest cement

more you have, the more is wasted.

In tutta la provincia mantovana, ogni anno, 'spariscono' 616 ettari di suolo prevalentemente agricolo, cioè una superficie pari a quella di un migliaio di campi calcium, to meet a need that has nothing to do with the question of residence: in fact, with a population just one-tenth that of the province of Milan, Mantua consume annually 16 square meters of soil per capita (in Milan since the per capita is 2.4 square meters). But in the category 'sciupasuoli' are a bit 'all the provinces of' Low ': Pavia and Lodi (11 square meters per inhabitant per year), Cremona (8.6) and Brescia (8.0 square meters per inhabitant per year). All territories conquered by a flood of often empty warehouses, shopping centers with adjoining parking lots and roads. Of course, the 'housing bubble' has played in favor of the inflationary growth of consumption of soil, but the data is intended to consolidate and perhaps even worse, with the proposed new highway works (Cremona-Mantua, Tirreno-Brenner, Broni-Mortara, Brebemi) that will bring with it an increase of property values for soils in the vicinity of future interchanges. The major ones are, obviously, those of the metropolitan area that stretches from Varese and Milan to Brescia now without interruption, since the province where the land consumption is by far the highest in Lombardy (929 acres to ' year in the period 1999-2004), slightly higher even than Milan but has a long-standing situation of overbuilding pervasive, especially in the North. But this figure is worrying the southern provinces of Lombardy perchè indica una tendenza alla crescita del cosiddetto sprawl urbanistico, un termine anglosassone che significa 'sparpagliamento' disordinato degli insediamenti e che porta con sé costi ambientali crescenti, a partire dall'aumento della mobilità commerciale e privata, e quindi dell'inquinamento atmosferico, ai danni di un territorio agricolo che è tra i più fertili e produttivi d'Europa.

I primi dati raccolti ed elaborati dal DiAP (Dipartimento di Architettura e Pianificazione) del Politecnico di Milano, nell'ambito del costituendo Osservatorio Nazionale sul Consumo di Suolo promosso da INU (Istituto Nazionale di Urbanistica) e Legambiente, parlano di una Lombardia che consuma quasi 5000 ettari di suolo ogni year, approximately 140,000 square meters of land Lombarda every day are covered in concrete and asphalt.

"Soil and water are the most precious natural resources available to our region - says Simin Damiano, president of Legambiente Lombardia - the soil in particular is a non-renewable resource and that then, once consummated, will not be available for generations to come. We need effective policies and rules against the squandering of the territorial capital of Lombardy, which unfortunately is favored by the municipalities for which the volume of new concessions building is the easiest way to make cash. "

To achieve the objective of soil protection, Legambiente proposes to implement the 'ecological compensation prior': practice of tying it in any transformation of land to the realization of redevelopment and landscaping through actions of restoration, responsibility for the construction industry and encourage the construction of the renovation and reuse of brownfield sites as compared with that occupies territories 'virgin'.

"More and more European countries who field their own demanding standards for preserving resources associated with nature and landscape conservation rural - concludes Simin -. In Italy and in Lombardy there is still nothing like it, but no time to lose if we prevent our region becomes a chaotic expanse of trade plates, highways and parking lots. "

Nimby beats where information hurts

"The committees that are fighting against the construction of public works such as motorways, incinerators, dumps ,.... are the real problem" Walter Veltroni
Application for the candidate for prime minister of PD:
Could it be that 194 cases of NIMBY syndrome in Italy dipendono dalla pessima comunicazione di politici e amministratori pubblici?

E qui va subito sottolineato che in realtà le osservazioni del Nimby Forum si basano su un’evidenza provided objective analysis of the press, this means that the facilities at issue are classified as only those newspapers, magazines, etc.. reported as disputed territory. This means that there is still a big difference between the media glare and the size / number of disputes.

The ability of media to inform at least as correct terminology on individual issues, then it is far from sufficient, because as pointed out repeatedly in the newspapers there are more and more spin doctors had to know (inevitably little) issues more disparate, and while there is a sports reporter, the political, the legal and nerista, there is no environmental expert journalist, much less is present in the local press.

But is this a character of the Nimby syndrome: the fact that they always start from local conditions: in 70.9% of cases, the opposition is tied to a specific facility, marking a sharp increase compared to the same figure of last year ( 53.3%). In 9.1% of cases the dispute is over an entire production sector or a particular type of plant. Approximately 16% of the sample instead attacks of the type of plant, or a specific project.

It just happens to local media tend to pick up items are usually higher than those of the committees: for 62% reported negative positions and only the voice of some of the parties involved (the 39.4% are the statements of local public administrations and in 24.3% of citizens' committees, and only 5.2% of the manufacturer) . Also because only parts involved are discussing the problem of communicating between them and there is almost never the company.

Obviously it is not and can not just blame the media, as part of the companies the tendency is to assume the communication strategy as wrong, or hide it as long as possible and then during a storm hold your head in the sand until the situation is calm.

Finally it is worth to emphasize a small detail regarding Tuscany, where it is the highest ratio of machinery at issue and newspaper articles refer to the same challenges: to give you a comparison, in Tuscany, in front of 22 plants nimbyzzati there were 734 newspaper articles, in Lombardia challenged the 28 installations have collected "only" 396 items. On the one hand this could mean that this region in attention to environmental issues amongst the general public is higher than elsewhere (and that in any case could be read as a good thing), but other means just that media work, not as information but as a sounding board. And where it "sounds" more is ovvio che c´è maggiore......"risuonanza".

Queste tre componenti (ed agite tutte e tre contemporaneamente) with the assumption of the criterion of sustainability as a prism, are the crucial levers through which decisions can be guaranteed, time and consensus. Then, as we have said many times, an area of disagreement will always remain (and rightly so!) ..... But as it is quite clear and obvious, the problem of decision makers of today is not to suffer consensus, but to not tolerate dissent.

Pavia, what future for the largest area of abandoned? The proposed Legambiente

The area of the SNIA Viscose is the largest city and the most discussed. ROM from the case this summer, and always put off the expensive soil remediation to tours of the property with great waltz (Zunino) and smaller players.

Legambiente circle of Pavia - Author Joan Vanelli

SNIA: A CHALLENGE FOR INNOVATION

The recovery area is one of the SNIA Pavia and priorities for one of the most extensive work on ex-industrial areas of the city, so you must progettare con lo sguardo rivolto al futuro .

La SNIA costituisce, per dimensione e localizzazione strategica, una delle occasioni urbanistiche più significative per Pavia, e non può pertanto essere trattata apart, separated from the development path of the new government of the Territory Plan (TMP) that the City Council has started in recent months.

The SNIA and other brownfield sites must play a large effect of driving force for the future of the city. The problems of degradation that accompany these areas are certainly areas where they are located for an emergency to deal with environmental and social as soon as possible. Let's face it then, but let's not forget also that these areas are the heritage of the whole of the private citizen and not only that owns it. Do not forget, however, that the owners themselves would derive a benefit from better classification of the urban context cui tali aree sono collocate.

With the resources provided you can find the momentum necessary to carry out those actions and services of public interest and general form the structure and the true meaning of a new plan for the city.

The project of the SNIA, beyond the specific considerations on the content, is deficient in its link with the rest of the city, and the path that PGT is booting. not look beyond the boundaries of the lot, and then fails to take account of the effects and constraints on the rest of the urban fabric. We provide a range of functions, commercial and office buildings, with a high influx of people, in addition to school and about 1,000 inhabitants. It should be worrying about how this will affect mobility, congestion on the roads of the entire area east of the city, but also air pollution.

think in terms of energy efficiency is not just about designing and constructing buildings less energy-intensive, it also means setting the urban system in such a way that is more efficient and consume less, for example by moving a part of public transport and mobility / or on the track. is not just a question of air pollution (but if it's only for this reason would be more than enough), but it is also a question of competitiveness of the territory of Pavia.

intervention of the size of the SNIA is a unique opportunity to finally put to field a broad reflection on urban mobility, but not limited to roads only, but by learning to make the system all modes of transport and avoiding considered in isolation from developments settlement. You will have to look at, as well as roads, public transport lines, the cycle network and ... .. why not? ... with that plan for the metropolitan rail link which had been advanced, supported by authoritative studies a few years ago and perhaps hastily shelved.

Today there are innovations that lead us to reconsider that plan. In a few months will finish the work of doubling Rogoredo station, and finally through Milan will be connected with the Milan-Pavia. We will train and the station will enter the loop interchanging of Pavia with the three subway lines at the stations of Porta Venezia, Piazza Repubblica and train station. The railways are planning to add a third and fourth track between Rogoredo and Pavia, to the best use of the strengthening of the system with the opening of the loop.

La creazione di parcheggi accanto alle fermate, e especially a network of cycle paths converged stop, would extend the catchment areas of metropolitan service, with obvious benefits for the area east of the roadway congestion and easing congestion on the existing railway station and the whole area of Minerva State of the Jupiter and also an increase of value settlements for all interventions that will attest to the area east along the railway, including SNIA.

Going beyond one might imagine in the future to extend the service to other metropolitan municipalities, for example to Belgaum on the east side, intercepting with park and ride traffic che entra a Pavia.

Anche in vista di un possibile recupero della rail transport to the city, it should be made competitive cycling and pedestrian movement in the short haul.

Can anyone define these proposals, only suggestions, we believe instead that it is necessary to develop in-depth feasibility studies, why start a conversation today with a chance of SNIA, and location of brownfield sites for general municipal plan (the PGT), could lead to a future urban system more efficient in energy terms, but also more competitive, less congested and less polluted and therefore more livable.

In particular, Legambiente believes not enough that the infrastructure costs are allocated to the construction of a school and the street gutter. The charges also should instead be used precisely in the direction of building quality homes, energy-intensive without downloading costs for final customers and the building could be the first educational intervention in which to apply innovative technologies for energy production and savings, just for special needs of a school and why is intended to last.

too often, however the recent construction in Pavia has proposed and is proposing anonymous buildings constructed with materials of no high-quality homes without identity and energy expenditure. So the city will lose attractiveness and quality and this seems to us also economically shortsighted. Indeed, when the demand in the short construction quality is not saturated, the supply of quality homes, but energy could become competitive and a market move and suffocating locked up prices artificially high illogically.

In general, the opportunities offered by an area like this is that of a uniform and coordinated intervention, with obvious economies of scale. A few examples: it is necessary that si progetti la doppia rete idrica, con separazione degli usi civili dagli usi sanitari, cui verrebbe riservata l’acqua potabile; sarebbe semplice e facilmente ammortizzabile realizzare una rete di riscaldamento e produzione energia con pompe di calore unite a cogenerazione, pannelli solari fotovoltaici e termici.

no one from the Netherlands on biofuels: EU, are not sustainable

Current biofuels do not add to the sustainability of transport
Press release; 4 March 2008
The climate has more to gain from converting biomass into electricity, than to use it to replace petrol or diesel. Therefore, proposals to replace current transport fuels by biofuels are not the best investment in sustainability. This is shown in the report " Local and global consequences of the EU renewable directive for biofuels: testing the sustainability criteria" by the Netherlands Environmental Assessment Agency. The findings from this study will be presented to the European Parliament, today.
